ADI courses are recognised throughout Europe. Tanks carry UN identification so maybe there's a lead to follow. Ausroads might know of training bodies in E Oz.
Your rules down under are quite slack anyway and allow for the coupling of two outlet hoses which is expressly forbidden in Europe, criminal actually. 
There is even a locally made hose connector. ie be careful about international recognition claims.■

Here is the States there are courses that will teach you how to navigate through the CFR and understand dangerous good transportation. I apologize but I don't recall off hand where these are being offered but try doing a global search and see what you can find out.
