Cleats are added to resist the tendency of burden to roll back. This requires that the outer ends of the cleats are ahead of the central portion. If the ends of the cleats lag then there is a distinct open path for material to escape from the belt.

If the troughing angle is sufficiently steep then there may be justification to consider the valley angle formed between the cleat and the belt sidewall.
