This is one which is already answered in the various structural legislature in most developed countries.

There is also the matter of how much floor space is available. Is your ring beam going to be stable? (ground conditions) Then you have to decide how you can fill it if the height becomes problematic. But first of all you have to know how much product you need to store. Go back to the drawing board and take it slow. When you say 'safe range' be aware that somebody might go over the edge and your smelter could get blown away as your silo collapses into a pile of coke breeze and blows through the potrooms. That's why Standards exist!
