There are many factors that are involved not just the filling factor

The belt troughing cross section determines how much it can carry as far as volume, the belt speed and many other factors are also part of it.

Please define your definition of "filling factor".

1. It could mean "bulk density" or variation of it

2. Cross-sectional loading of ore on belt with respect to fully filled belt

3. ????

I am transporting coal on belt conveyor.

Exactly what Mr.Nordell mentioned,

whether filling factor on cross section of belt conveyor to be considered or not?

Whether is there any thing also to be considered?

Maybe, you should consider the rock size mix to design against rock spillage as it leaves the skirtboard containment zone. Belt speed may also be an issue if the skirt containment is not long enough to stabilize the rock as it leaves the skirts.
