These could be low to high alloy carbon steels, of proven & documented quality, heat treated as required by material & operational parameters and surface hardened (case hardened) at gear surfaces and/or in in areas of wear contact.
In general, that's commomplace, so pls. provide more input --> failure? / shaft problem or gear problem / information about what you have in your hand.
