Dear Rahul,

Particle density is an intensive property. This means that particle size is irrespective of the particle density.

There are many different kinds of coals. The particle densities should be measured. You can do that with a Picnometer.

There are exceptions to the rule of course but in general:

The densest material will be a mix of course and fine material as the fines fill the gaps between the large particles.

If you have all the same sized particles, the courser material would tend to have a higher density. The reason is that the air can get out of the course material much easier so it compacts. With fine material air gets trapped in the bulk and there are many more point contacts between the particles that tend to prevent the material reaching its maximum packed density.
