You Are Not Correct.

Your principal's statement is farce. It says that eg the wear and tear on a road is no better or worse if a 44t articulated combination has a single axle drive bogie, a single axle trailer along with the steering axle. So does this mean we can throw away the many national bridge loading restrictions, the axle limits shown on most roads along with the speed limits for heavy vehicles not to mention the construction and use regulations which are enforced throughout the known world.
In my time I have designed trucks, bridges and linkspans and I can assure you that axle loadings and spacings are taken very seriously by engineers and appropriate national authorities throughout the developed world. ■
