first search for sand screeners on google or yahoo and go from there as there are many screen manufacturers that can do this as sand screens have augers in the bottom of them that auger the wet fines screen from gravels after washing and gravity does its magic..

As far as drying goes I believe rotary kilns are still used for this you have to decide what size of plant you want and its capacity as a screen or screens can have many decks as my dear friend george baker will tell you in good faith.

You have not mentioned if the product is asphault make up stone sand, concrete sand, mason sand, sea sand,green sand for that matter silica sand so I am at a loss.
