Dense- or dilute phase depends on the velocity of the air. (see other threads about Zenz diagram).
Velocities above the lowest pressure drop per meter are defined as dilute
Velocities below the lowest pressure drop per meter are defined as dense
Knowing this, what is the problem you want to tackle?

That correlation is not necessarily true.
The amount of vacuum you pull is a function of MANY parameters including the capacity of the system.
I can have a dilute phase system at a high vacuum when transferring at a high capacity. IN the same line I can also have a dilute phase system at a low vacuum when transferring a low capacity.
If you have a specific problem or a specific request, please provide more details and we can try to help.
So far, all we know is that you have a vacuum / pressure combination ship unloader somewhere in the world unloading something. ■

Dense- or dilute phase is not relevant for the choice of a vacuum pump.
Relevant for the choice is the vacuum for which the unloader is designed.
For high vacuum (75% vacuum), a pre-inlet, oil free, screw compressor with internal compression or a pre-inlet blower can be used.
A pre-inlet blower requires more power, but can be more economical in the application regarding to energy per conveyed ton.
A lower vacuum system (45% - 50% vacuum) can be done with an ordinary blower.
The choices influence the energy consumption per ton and the investment.
High vacuum installations need smaller pipe diameters than low vacuum systems.
Low vacuum systems require a higher air flow for the same capacity.
