I assume you are grinding cold ash offsite from the boilers.

I have seen a double rotor cage mill used at the ash receiving hopper to knock apart the large clinkers in order to make it possible to pneumatically convey the ash to storage hoppers.

If you need very fine product you are probably looking at something like a ball mill which I am certainly not an expert on.
