The atmospheres explosive in this situation are not preventable (if exist a fraction of dust with diameter less of 500 micron). If you want apply the 99/92/CE directive you must prevent the sources of ignition.

In particular, it is necessary to prevent electrostatic charging by adopting FIBC comply with CLC / TR 50404
