I don't have any experience of your materials but I doubt it is practical. There are systems which can spray a fine mist of liquid to coat falling particles but 20% is pushing it.

At 20% liquid I am surprised it is still a powder anyway, most materials with 20% liquid would turn into a wet cake. I can understand why solidifying the fat first is the normal way to do this.

In general, the process will require very intimate mixing of the liquids with the powders (the powder fineness is a key factor, to provide surface area for wetting out the liquids - perhaps in the range or D97 <10 to 50 micron ESD) Using a highly-dispersive mixing process, you must trial at different loads to determine if this level remains a powder or will convert to a paste. We can discuss the various mixing processes to accomplish. Please don't hesitate to call.
