How to control the reconsttitution of milkpowder

Hi,

we produce a range of infant formula products(dairy and soya based)

we recycle fines for agglomeration and the reconstitution of agglomerated powder is good but we are not able to maintain the tapped bulkdensity and scoop delivery of product with in our specification.

So to maintain the bulk density and scoop delivery we divert part of the fines to the product(50%)

By doing so we notice that in the reconstitution as well as microscopic test there is a thin layer of powder.

could any one give ideas to solve this problem
