What is the normal procedure for a typical grinding performance test? Is an engineering consultant required to inspect the test?

Also say, we purchase the mill and classifier to grind d95 = x and d50 = y.

During the performance test, we found out that d95 = x1 and d50=y1, should the plant be rejected or accepted?

And how many test run to allow enough trials for supplier to conclude the acceptance/reject.
