If you skip step 1 and part of step 2, maybe they are referring to Flexco (et al) ceramic strip lagging?

Do not know how you would go securing “bar” to the pulley whist retaining the required circular circumference.
Maybe they are alluding to Mickie [sic] lagging?

Its called "slide-lag alright".. but I would rather have a threesome with Robert Mugabe and Prince Charles than be forced to use that stuff.
Its one of those one night wonders that is great until you actually try and use it.
Then you find that the little spot-welds crack and the sections get dislodged and bingo.. you've destroyed your belt.

Is this the product where you spot weld holding bars on the drum and then slide the sections of lagging in from the side ??
As Graham has mentioned, the bars have a tendancy to break, bend and then in turn destroy the belt. I've never used this product but i've seen it fail a number of occasions.
If standard drum lagging is not feasible due to access then i would always use bolt in flap lagging. ■

Then what might it be? Maybe somebody else has copied the very old Holtz patent? ■

The cover of drive drum
Dear Sirs:
One friend told me that there is a very good technology and products on cover of drive drum in USA. Some info as follow:
1. some steel bars be welded on the surface of drum accurately (spot welding)
2. Assembly high abrasion resistance rubber strip into the bar.
3. It is easy to replace the damaged rubber strip and whole set of drum cover.
My Domestic customers are asked for this kind of products .But I really do not know what is design and who is the company in USA. Some body here ,please kind inform it ?
