Request for technology to treat bulk dusty and contaminated material

Dear Sirs,

Background

We are a consulting firm dealing mainly with environmental issues.

Presently we are involved in a project on a site in the north part of Israel, on which there used to be steel mills, treating scrap metal and manufacturing of construction steel.

Now the mills are closed, and other industries are active on the same site.

On the site there are large waste mounds, consisting mainly of scrap metal leftovers, sand, metal melting-process remains, and a lot of powdered dust - EAF (Electric Arc Furnace Dust) – a byproduct of scrap melting.

All of those wastes where accumulated on the site along many years of operation.

The total amount of wastes is estimated to be some 90,000 cu.m. – between 200,000 to 250,000 tons.

The wastes in the mounds are very dusty. Every earth moving equipment activity in the mounds causes spreading of dust clouds around. Following an environmental survey and a risk assessment study it was concluded that this dust is considered very contaminated (mainly by Pb and other metals) and causes real risk to humans on the site and around it via inhalation and ingestion.

Technology Requested

According the Israeli ministry of the environment demands, these wastes have to be transported and landfilled. Morever, the area taken now by the waste mounds is important for the development of other industrial activities on the site.

Earth moving operations are needed in order move out the wastes to a landfill or to re-shape the waste mounds on the present site. Yet, in light of the above, these activities might cause severe air pollution.

Thus, we are looking for a technology that can be applied on the site – moving, handling loading, transporting and unloading the wastes (in a new site or in a landfill), while preventing dust spreading in the surrounding.

This can involve different technologies such as dust sucking and filtering, working under a temporary tent, or any other applicable technique.

Your company is kindly invited to propose us any suitable technology that you know in order for us to consider to apply it in this project.

Please supply us with technical descriptions on the technology, your experience with it in similair projects, estimated costs, etc.
