Pls check the geometry of the wheel axis and also wheel tread shape and U will get your answer.
If U have tandem wheels with only one drive...ie pinion driving 2 wheels - U will know that this wheel set has to be straight for meshing purposes...this will not go around a curve without crabbing to a point where the restoring force of the wheel and supports overcomes the friction between the wheel and rail and it twangs back into line periodically
Most people have flat wheels and also offset centrelines ( I think in order to create a defined and constant crabbing force ie so it will not wander/meander either side of central).

More On Chattering Wheels
I learned a bit more on this condition and share the following:
We had a customer with a large stacker, who when they raised or lowered their stacker.......it created the wheels to "jerk" Jump, or "pop" back or forward depending on going up or down. And this was occurring when the stacker WAS NOT MOVING IN THE TRAVERSING MODE.
If traversing........this condition was not evident or "as evident" I assume because the stacker was not HARD stopped in a non moving venue.
...................
To get around this........the key is to attach the tail end tower at the 5 th wheel location vs in the middle of the tail end tower truss area. This eliminates the need to move the stacker radially when raising or lowering to avoid chattering condition.

This sounds strange to me...there must be some radial forces acting to pull the wheels in/out just when luffing.
Sounds like a design deficiency to me.
