U really have not given us much to go on....
EP's tradtionaly have higher emission levels thn bag filters....depending upon the local license laws and where they are heading ie worlds best practice etc.....bag filters are replacing EP's and EP's are being converted to bag filters.
Bag filters will have higher maintenace costs eg bag changes and also use compressxed air and have a higher differential pressure than EP's..hence, more fan power required.
Bag filter medie choice depends upon gas condtions incl. acid, moisture and temperature (normal and upset) etc etc etc
What is the application...
clinker cooler de-dusting
Kiln/mill baghouse,
transfer
cement mill
nuisance dust collectors.
bagging plant
truck dispatch

the same as Mr.R.J.Morrish ,the efficiency of the EP is high when all field are in operation , but the investment cost is very high. The maintenance cost is negligeable,but when one field is sort-circuited then it is necessary to shut down for repare otherwis the dust emission ( pollution ) is very high .
for dust collectors , the investment cost is more more cheaper than EP , but the maintenance cost is very high due to filter bags change ,mainly in the case when the dedusting filter is used in hot area such as the clinker cooler or clinker raw meal preheater where the temperature reach 180 degree celsia .
