Elevating individual bags

Instead of having a forklift elevate a palletful of bags to the next floor and then having someone strip each bag from the pallet, does anyone know of a "dumwaiter" type devevice that allows stripping the pallet on the lower floor, placing each bag in the device, accumulate a number of bags in the device, then indexing the bags off on the upper floor.

The device must be compact, cannot be a robotic arm. At least 6 bags need to be stored in the device. Only one operator is needed, this operator strips the bags from pallet, accumulates in the device, then proceeds to upper floor to remove bags as they are needed throughout the day. Approximately 6 bags are required in a 6 hour shift.
